2010 NDCIC Legislative Forum & Luncheon Recap

Question: During a Nebraska Legislative session, how often would one be given direct access to the Governor and 23 Senators in less than a two hour span?
Answer: Unless you’re Speaker Flood, probably not very….However, that was the opportunity afforded to the AIA NE members who attended this year’s Nebraska Design and Construction Industry Council Legislative Forum.

Governor Heineman addressed the group which includes our contemporaries from AGC and ACEC with his insight and outlook on both State and National issues. He provided a very candid view and discussion on hopes for economic turnaround for our state based on foundations previously laid, and the need to continue to capture a place in the global market. A question was asked about implementing energy efficiency requirements in Nebraska and the Governor responded that due to the economic downturn it was not the time to implement such measures.
Senator Cathy Campbell of District 25 provided her perspective on where the legislative agenda is heading this year. She also gave insight on some of the legislation she is involved and her reasons behind bringing those bills forward for consideration.
A very informative primer on history and protocol of our Unicameral system provided by our Lobbyist and former member of the body John Lindsay. John’s discussion described the means of effective communication with Senator’s and how to have beneficial impact on legislation itself.
We were joined at lunch by 22 Senators, a great turn out for and event of this type. As John indicated, Senators are people too, and it was nice to have informal discussions on items other than the pressing issues at 15th and K. Lunch was followed by a brief legislative topic review by each of the participating groups.
Thanks to the collaborative efforts of the NDCIC this annual gathering has gained momentum and continues to grow in attendance by Senators. Please consider reserving half a day next year for the event. This certainly falls in the category of “Strength by Numbers”, in addition to making very important connections for our profession. 2009 Forum
This year’s Legislative Forum + Luncheon was attended by approximately 60 representatives affiliated with The Nebraska Design & Construction Council, which includes members of the AIA, ACEC and AGC Building Chapter. The morning began at the Nebraska State Capitol with members meeting with their respective State Senator or legislative staff. The following Senators offered the issues and outlook on the 101st Legislature:
Senator Tony Fulton, District 29, Lincoln, serves on the Appropriations Committee, a few highlights of his presentation:
- Times are bad but Nebraska is better situated than other states
- Missouri is looking at 30% decrease in College systems
- Kansas, payroll issues
- California borrowing billions.
- 81 million shortfall in current budget
- 281 million shortfall in next budget
- Program cuts
- Taxes
- Cash reserve – short term possibility
- Stimulus – 1.14 billion
- New programs do not go away, future liabilities.
- Does not see taxes on professional services passing
Senator Chris Langemeier's, District 23, Schuyler, Chair, Natural Resources Committee:
- Time to move on with alternative energy in state particularly wind energy. Net metering 25kw residential 100kw commercial
- Hearing held on requiring energy efficiency by 10% for state buildings

John Lindsay, Lindsay O’Hara & Associates, provided an overview on the importance of grassroots lobbying and supporting the PAC (Political Action Committee).
The luncheon honoring and recognizing the State Senators was attended by 19 Senators from across Nebraska. “The day was a tremendous success and enabled AIA Nebraska members to have direct contact with their Senator on issues of importance,” said Greg Smith, AIA.
